Long winded way of saying I think I agree with That making other APs stronger, or new APs that unlock new IMPACTFUL choices will be better for this. I love terraforming thematically, but I do have to go out of my way to spend a much pile of energy credits and years, collect 4 separate APs, to do something that doesn't make my empire stronger. And even if you don't have those by then, you will have met or conquered another species, or built droids that can colonize it anyway without the need to terraform. 3 of the 4 Ascension Paths Solve habilitability issues without terraforming. Detox, Hydrocentric, World Shaper, Mastery of Nature, each are extremely costly for a style of gameplay that is outdated by the time you get them. Most of the APs I don't pick have to do with terraforming.
